For every 1 liter of water filtered, a RO system uses up to 4 liters of water to flush the contaminants out. So YES it does waste water and sends it directly to the drains via a permanent waste connection.
However, to be fair, some more sophisticated units re-cycle the flushing water, but there is a danger of it eventually contaminating the produce safe water. The waste water could also be re-directed for other purposes not related to drinking, food preparation, cooking or bathing. Do not use for pets.

So producing 25 liters per day of treated drinking water wastes up to a further 100 liters per day.
This waste could be critical in an off grid or intermittent / reduced supply situation. Don't waste precious water.
